The one child policy came into place in 1979 due to recent rapid growth in population. Deng Xiaoping was the man in charge of the law. The law was relaxed by letting second child's be born to parents that are both only child's. Also, in rural places in China the law wasn't necessary. When the law was put into place there was approximately a population of 970 million people. Last year the law was scraped and all Chinese people were allowed to have two children. The government believe that they prevented 400 million births by this law and stopped China from becoming overpopulated and causing many problems.
If the law is violated, the couple would be fined $370 to $12,800. If the couple could not pay the fine they may lose their job, lose their land and livestock, lose their home, lose their children's rights like education, or their children would be taken away.
